General description

ProcuraMED Project aims to upscale and transfer the tools, strategies and network developed in the framework of PROMINENT MED and GRASPINNO projects guaranteeing the full exploitation of Strategic Procurements (Green Public Procurement – GPP – and Public Procurement of Innovation – PPI) on the Euro-MED area by:

1. Developing reliable tools, advanced training, and tailored counseling to public authorities and enterprises to boost the process of green innovative technology application in public services that will be gathered at the Strategic Procurement Unified Platform.

2. Creating a Euro-Mediterranean coalition boosting value chain and transnational cooperation between public procurers (demand side) and private enterprises (offer side). The coalition will have the mission to support both the possibility for the enterprises to propose their green innovative product in a Euro-Mediterranean market and for the public procurers to have access to a wider offer of solutions to be applied for improving services for citizens.

The project is part of the Innovative Sustainable Economy Mission from the Interreg EURO Med program whose objective is to work to boost a fair transition to a circular economy through two governance projects that develop innovative technical knowledge and ensure these new solutions are transferred into public policies.

Beneficiary

MedCities aims to build capacity and respond to local authorities’ challenges in terms of sustainability. Green Public Procurement and Innovation procurement are pillars of an innovative sustainable economy. However, these processes are hardly used at the local government level. MedCities is eager to engage in this initiative to support the transition of procurement practices of local authorities in the Mediterranean.

MedCities will be the coordinator and supervisor of the WP2, deeply engaged in setting up the Euro-Mediterranean Coalition for Innovative Sustainable Economy.

To support the network MedCities will include a dedicated space in the MedUrbanTools platform www.medurbantools.com to have a space in which experiences, best practices, innovative solutions, and procurements approaches may be shared creating opportunities for discussion and collaboration.

Furthermore, MedCities will be responsible for the organization of 1 international EXPO of Green Innovation at the end of 2025 to support innovative solutions development and market uptakes.

Greater Irbid Municipality participates as an associated partner. In the project, Greater Irbid Municipality will undertake the role of end-user/receiver/final beneficiary since it will be able to:

a) participate in the project’s stakeholders’ engagement, training, and coaching activities increasing the capacity and competencies of its public procurers

b) contribute to creating the Euro-Mediterranean Coalition for an Innovative sustainable economy which will further support the Municipality’s local strategies.

c) apply the Strategic Procurement Unified Platform for the exploitation of the strategic procurement procedures.

Main SDGs addressed

The project works towards the objectives of the European Green Deal and the Sustainable Development Goals (especially SDG 11 and 13), providing a pathway for Public Authorities (PAs) to procure green and innovative products and services, using green criteria and assessing the offers based on Life Cycle Costing (LCC) tools.
