The international conference “Climate Neutral Blue Cities by 2030: Accelerating Local Change under the EU Cities and Ocean Missions” was successfully held on 19-20 March 2026 at The Warehouse by IT Quarter in Limassol, reaffirming the city’s role as a dynamic hub in Europe’s green and blue transition.
Organised by the Limassol Municipality, the conference brought together more than 300 high-level participants from Cyprus and abroad, including European officials, government representatives, researchers, businesses, organisations, and local authorities. The event created a meaningful platform for the exchange of knowledge and expertise on the future of coastal cities.
The conference convened representatives of the European Commission, EU Mission Cities, national and local authorities, research institutions, industry, and civil society, to foster high-level dialogue, exchange best practices, and strengthen partnerships that support the transition towards climate-neutral, resilient, and liveable blue cities, with particular emphasis on port and coastal urban contexts.
Given the strategic role of the MedCities Network in promoting sustainable urban development, climate action, and cooperation among Mediterranean cities, we strongly foster a multi-level governance, adaptation and mitigation synergies, and capacity-building for cities facing shared climate challenges.
During the opening ceremony, the Mayor of Limassol, Mr Yiannis Armeftis, set the tone by emphasising that climate neutrality is not merely an environmental objective, but “a new model of urban development linked to economic resilience, social cohesion, and quality of life.” He further highlighted that this transition cannot be achieved through fragmented actions, but requires “systematic collaboration and a new alliance between local authorities, governments, European institutions, the scientific community, the private sector, and civil society.”


Opening remarks were also delivered by the Ministers of Transport, Communications and Works, Mr Alexis Vafeades, and of Energy, Commerce and Industry, Mr Michalis Damianos, who reaffirmed the Republic of Cyprus’ commitment to accelerating the green transition and supporting cities in implementing relevant policies.
A key moment of the conference was the intervention of the European Commissioner for Fisheries and Oceans, Mr Costas Kadis, who underlined that coastal cities are on the front line of climate action, stressing the need to balance environmental protection, economic development, and active citizen engagement.
Conference discussions focused on critical topics such as port decarbonisation, energy communities and the energy transition, sustainable urban mobility, coastal resilience, and the role of the New European Bauhaus in reimagining public spaces. In parallel, financial instruments and investment models for delivering climate-neutral projects were presented.
Particular emphasis was placed on moving from planning to implementation, identified as a central challenge for European cities. As highlighted by the Mayor of Limassol, the key challenge lies not only in shaping strategies but in translating them into actionable and socially accepted projects.


The contribution of The Cyprus Institute was instrumental, providing scientific support to the conference and strengthening the link between research and the practical implementation of policies.
Key conclusions of the conference underscored that a successful transition to climate neutrality requires cross-sector collaboration, active citizen participation, and the effective use of innovative financing and planning tools. It also reaffirmed that coastal cities can act as catalysts for change at the European level.
The successful organisation of the conference further strengthens Limassol’s position as a model city in the Mediterranean, leading the green and blue transition and actively contributing to the European Mission of achieving 100 climate-neutral and smart cities by 2030.
