This training focused on the role of the municipalities in promoting and facilitating eco-construction in their territories, as well as in the introducing the regulatory framework and the existing mechanisms facilitating the commitment of municipalities to green building.

This training focused on the role of the municipalities in promoting and facilitating eco-construction in their territories, as well as in the introducing the regulatory framework and the existing mechanisms facilitating the commitment of municipalities to green building. Last, the seminar was based on a transfer of knowledge and the sharing of experiences between Tunisian and Mediterranean cities, notably the City of Marseille, on issues related to eco-construction.

The first day started by a presentation of the potential role of Tunisian municipalities, followed by an intervention of the representative of the city of Marseille on the municipal strategy of rehabilitation of public buildings and the incentives to private actors towards green construction, including the project Cité de la Transition, which focuses on the training of professionals in sustainable contruction techniques.

The representative of the Tunisian Agency of Energy Management introduced the regulatory frameworks applicable for new buildings, and some forthcoming experiences form the Tunisian cities of Sousse and Bizerte were presented, notably the architectural contest for the new city hall and the extension of the city hall respectively.

The second day mainly focused on rehabilitation of municipal buildings, including a presentation of concrete techniques and materials used by the Association Le Gabion to promote green construction. After the presentation of the auditing processes for the rehabilitation of public buildings (ANME), the municipality of Sfax presented the examples of three concrete interventions already implemented, such as the rehabilitation of the city hall, the social housing renovation through RELS project as well as the Auditorium of Sfax. There projects form part of the city’s strategy on energy efficient as defined in the sustainable energy action plan. Similarly, the city of Marseille presented its comprehensive program of energy positive school buildings and the lessons learned from several finalized experiences, including the monitoring of impact, generating a lot of interest and debate.

Finally, the seminar was concluded with a thorough presentation of the label Eco Bat and the EnvirobatBDM approach for Mediterranean Sustainable Buildings (Bâtiment Durable Méditerranéen).
