The project, funded by the Catalan Agency of Development Cooperation, aims at creating a Local Youth Council and at reinforcing the capacities of the Municipality of M’Saken in implementing local youth policies.

MedCities, in cooperation with the Municipality of M’Saken has launched, in September 2019, a participatory process for the creation of a coordination structure among the youth and the Municipality as a means to reinforce participatory democracy and appropriation of local affairs. Several trainings have been implemented during the first months of the project, in order to reinforce the soft skils of youth and civil society representatives, namely on:

  • an one-day training on the methodology of the project, focusing on the different levels of youth participation, the definition and function of consultation structures and the process for the creation of a youth council;
  • an one-day training on the powers and function of the municipalities based on the new Tunisian code for local authorities addressing the youth of M’Saken;
  • an one and a half day training on communication, negotiation and conflict resolution skills addressing the youth of M’Saken;
  • a two days training on Design thinking as a process of ideation and definition of objectives and projects.

In parallel, the team project held several visits and meetings in the different neighbourhoods of M’Saken in order to complete a diagnosis on youth related services and activities. The project is currently identifying some minor interventions in order to facilitate the access of youth to sports and cultural activities.

Furthermore, last 22nd February, the first Youth Forum took place in M’Saken with the active participation of 60 youth and civil society representatives and municipal councillors, out of which 24 were women. The Forum allowed to identify the objectives and scope of the Local Youth Council, its composition and interrelation with the Municipality and its action plan for the following months. A second edition of the Youth Forum is foreseen before the end of the project.

Last, a study visit has been organised for representatives of M’Saken Municipality in order to get acquainted with the experiences of catalan municipal and regional actors in the implementation of youth policies and the creation of consultation and participation mechanisms with youth. The participants had the opportunity to visit the Catalan Agency of Youth, the National Youth Council of Catalonia, the Municipality of Sant Feliu de Llobregat in the metropolis of Barcelona and some youth related services of the Municipality of Barcelona. Such exchanges assured the transfer of knowledge and previous experience from one territory to the other.
