As part of the TT-Emploi project, two regional job fairs were successfully held in Tangier and Tetouan in 2024. These forums aimed to create concrete employment opportunities for women and youth, while reinforcing the role of local governments in employment governance.

According to an independent evaluation (in French), the forums were highly successful. Key achievements include:

• Over 12,000 young people took part—around 8,000 in Tétouan and 4,000 in Tangier—connecting with more than 50 local companies.
• 328 participants accessed training, coaching, or personalized career guidance through the project.
• The initiative mobilized a broad network: 9 public institutions, 7 civil society organisations, 3 financial institutions, and 7 training centres.
• Women represented more than 60% of the direct beneficiaries in some areas, reflecting the project’s inclusive and gender-sensitive approach.

The forums’ activities received the highest evaluation score—4 out of 4—for their relevance and implementation quality

Towards Sustainable Local Employment Ecosystems

The evaluation also offered a series of strategic recommendations to ensure that the forums evolve from successful one-off events into long-term, institutionalised mechanisms embedded within local policies. These include:

• Establishing a municipal employment unit with a dedicated annual budget.
• Providing individualised follow-up after the forums through tools like dashboards, reminders, and tailored support services.
• Diversifying partnerships by engaging more companies from digital and green sectors.
• Enhancing company engagement and post-recruitment support to improve retention and job satisfaction.

Facilitating youth mobility through improved transport access and local government partnerships.

The TT-Emploi project has become a reference for inclusive local governance, showing that well-structured territorial ecosystems can create meaningful employment opportunities for youth and women while fostering sustainable collaboration among public, private, and civil society actors.

Building on these strong results, the final evaluation recommends expanding the model nationally through a network of cities committed to employment, in collaboration with all relevant partners. This would allow other municipalities across Morocco to replicate and adapt the approach, scaling its impact and deepening the country’s commitment to inclusive, locally-driven development.
